No. In California, DAs have wide discretion in prosecuting cases and there's no "standard" penalty. If he was arrested for transportation of a controlled substance and/or possession with intent to distribute, then it doesn't matter if it was a pound of shrooms or 15 tons. California is not like the federal system, there are no standard penalties for various drug amounts.
If your friend is white, he has no prior drug convictions and isn't on parole or probation, then in in all probability he'll be offered a deal by the DA to plead guilty to felony possession of a controlled substance, 3 years of probation, and a fine. It's unlikely that he'll face any jail time, but if he does it would probably be something around 30 days. After the term of probation is completed, he can have the charges "dismissed" per PC 1203.4, and he will not be considered a convicted felon.
